You can change your skills in town without any cost or penalty, even the game offers an Armory which allows you to save build+gear presets, so you can swap between them whenever you want. Whatever character you are playing can have different builds with some skills and passive skills sets, usually tied to a specific gear. You might also want to check for current decent/meta character builds. By killing Malthael in Campaing mode you'll unlock Adventure Mode, make sure you tell whoever rushes you that you need Malthael first. Usually this is done via Adventure Mode on Rifts, this way you'll get an idea how it works while being rushed to a "starter gear". There are several communities offering help to level up to 70 and gear boost you a bit.
